The short answer
A LIMS organises things: samples, aliquots, plates, tests and the results attached to them. An electronic lab notebook organises thinking: what you tried, why you changed the protocol, and what you concluded. Neither replaces the other, and most academic labs discover this the hard way after buying one of them.
If you can answer "where is sample 148 and what was its Ct value?" but not "why did we switch primer sets in March?", you need notebook features. If it is the other way round, you need LIMS features.

When a LIMS is the right first move
Choose LIMS-style structure when the lab runs the same workflow over many specimens: surveillance studies, isolate collections, qPCR panels, sequencing runs, biobanking, or any project where a sample must keep its identity from collection through to the results table. The value is not the software, it is that every result stays attached to a specimen record instead of a filename.
When an ELN is the right first move
Choose notebook-style recording when the method itself is the research: optimisation work, synthesis, new assay development, or supervision-heavy student projects where the reasoning matters as much as the numbers. Its strength is reconstructing a decision months later.
Academic labs usually need the middle ground
Buying a heavyweight LIMS for a ten-person university lab is normally overkill, and a pure ELN leaves your sample table in a spreadsheet anyway.
